The recently launched Recovery and Resilience Plan for Malta is offering support through non-repayable cash grants via the following schemes:

  • SME Digitalisation Grant Scheme
  • Digital Intensification Scheme
  • Renovation of Private Sector Buildings Grant Scheme

These schemes shall remain operational until 31st December 2023 and will be administered through a series of competitive calls, with the first call closing on 30th September 2022.

 

Digitalisation Schemes

The SME Digitalisation Grant Scheme is available for micro, small and medium-sized enterprises, whilst the Digital Intensification Scheme is available to all enterprises qualifying for the established criteria.

These are aimed at businesses looking to engage in digital transition and digitalise their operations, by addressing new digital capabilities and digitalised processes.

The maximum funding available under the SME Digitalisation Grant Scheme is €50,000 per digitalisation investment, with an aid intensity of up to 50% for investments in Malta and 60% for investments in Gozo. This Scheme falls within the terms and conditions of the de minimis aid rules, hence an undertaking is limited to an overall capping of €200,000 over a three-year rolling period.

The Digital Intensification Scheme is aimed at larger projects, with priority given to investments within the manufacturing and tourism sectors. This scheme offers a grant of a maximum €200,000 per undertaking, with the aid rate ranging from 10% to 35% depending on the size of the business and the location of the project.

Eligible costs include:

  • e-Commerce Website incorporating an online payment gateway
  • Digital Solutions, including:
    • Commercial Off-The-Shelf (COTS) and Custom Software
    • Hardware (such as Laptops, Docking Station, Port Replicator, Monitors, Tablets)
    • Analytical Tools (including necessary hardware and software)
    • Cyber Security systems
    • Cloud computing
    • Routers, switches and WiFi related equipment
    • Training costs on the use of the specific investment

Renovation Of Buildings Scheme

The scheme is available to all enterprises qualifying for the established criteria.

This is aimed at businesses looking to renovate, retrofit and refurbish their existing building to improve its energy performance. Such renovations must lead to a reduction of Primary Energy Demand (PED) of at least 30%.

The maximum funding available is € 1 million per undertaking, with the aid rate ranging from 30% to 55% depending on the size of the business and the location of the project.

The eligible costs shall consist of the renovation costs necessary to achieve a higher level of energy efficiency, such as heating/cooling systems, thermal insulation, energy efficient apertures and energy efficient lighting systems.
